Yes, but there would probably be Legal repercussions... The Word, "Mafia", even within the context of a Game, which I'd associate with, "Fun", probably, Hummer wouldn't want to be associated with. You know how it is.

Have a look in the Inventory/ Store in the Vehicles Section... [Edit] In New York.[/Edit] There are 4 New Cars.... One of which is called, "Armored Limo"... It's 19ATK 22DEF, and costs $200k.
