The Shiv is a consumable item. It can be used to damage boss during boss fights in New York, Las Vegas, and the Beat The Feds Challenge.

The Shiv cannot be bought, but can be obtained through looting (job loot) from New York and Las Vegas jobs. You will get it from loot when you will have less than 10 of it.

does anybody have the gift link for the shivs saved to favorites anywhere. I need these and cant get them fast enough to do boss

For the San Juan event, the shiv appears to deal about 120-125% of a normal attack's damage
