I think these are simply random. One Exeception would be the Slots, thats in District 1, Job 3 (energy path), Steal A Truckload of Slots.

Easy to rip off from trading sites. One more solution: Claim Rewards from people's posts from Vegas Jobs. WIll give u a Deposit Box. Then USE IT for trading

Well it's called trading. I got 10 but I've trading 4 for 2 of other loot;two of each. It's easy, just find a good trading group and ask.
